General"), appeals from an adverse ruling of the Superior Court in its review of a decision by the District of Columbia Office of Employee Appeals ("OEA"). The Superior Court upheld OEA's determination that D.C. General failed to carry its burden of proving that appellee, Geraldine Gaines, a security guard at the hospital, was guilty of dishonesty.
