We have before us two appeals which arise out of criminal complaints charging the defendant with (1) violating G.L.c. 140, § 67 (1986 ed.), by not allowing an authorized officer to conduct an inspection pursuant to G.L.c. 140, § 66 (1986 ed.),2 and (2) storing inflammable fluids without a license in violation of G.L.c. 148, § 13 (1986 ed.).
