On January 26, 1987, Keith W. Hike filed a petition in three divisions seeking compensatory and punitive damages for the alleged deprivation of his civil rights and for common law fraud. These allegations arise from the handling of a prosecution against Hike for criminal mischief in connection with a vehicle collision.
