The plaintiff, Robert Rich, an inmate at the New Hampshire State Prison, appeals the superior court's dismissal of his petition for declaratory and/or injunctive relief, in which he challenges the validity of the department of corrections' administrative rule pertaining to inmate eligibility for the work study release (work release) program. For the reasons that follow, we affirm.
