The defendant, Charles Kenneth O'Neal, was arrested on January 25, 1987, and charged with driving under the influence. On May 5, 1987, defendant filed a "Demand for Jury Trial" in the City Court of Woodbury, Georgia. On that same day defendant was bound over to the Superior Court of Meriwether County.
