This case is before us on two certified questions from the Circuit Court of Clay County regarding proceedings held pursuant to the execution of a governor's extradition warrant.

Richard Allen Moore was arrested on November 19, 1985, upon a fugitive from justice warrant issued by a Clay County magistrate. The warrant charged that between October 1, 1982 and January 1, 1983 Moore committed sexual battery, a capital offense, in Pasco County...
