William Ledger and other property owners in the City of Waupaca appeal from a judgment affirming a decision by the city's board of appeals to issue a permit for construction of an apartment building. The board upheld the city building inspector's grant of the permit even though the proposed development did not conform to limitations on the use of the property contained in a city zoning ordinance.
