This case involves the eligibility of a subsidiary of a lending institution and one of its officers to be licensed to sell insurance under the provisions of General Statutes § 38-72a (b) and (c). Under such provisions the state insurance commissioner cannot issue a license to sell fire, casualty, life or health insurance to a bank subsidiary or to any of its officers or employees. Such organizations, however, lawfully licensed on October 1, 1973...
