Appellant, the Housing Authority of the City of Pittsburgh, the owner of St. Clair Village, a housing project, advertised for single bids for modernization of the project on January 13, 1988. Appellees, the owners of two plumbing businesses, filed an equity action in the Court of Common Pleas of Allegheny County on February 4, 1988, claiming that appellant was in violation of Section 1 of the Act of May 1, 1913, P.L. 155...
