In this appeal we are required to determine the circumstances under which appellee Mohave County (the county) is entitled to reimbursement from the appellant cities for the expense of housing certain prisoners in the Mohave County jail. None of the appellant cities maintains its own jail, and all persons arrested by city officers, whether on charges involving the violation of a state statute or of a city ordinance, are confined...
