OPINION BY SENIOR JUDGE KALISH, March 2, 1988:

The Commonwealth of Pennsylvania, Department of Transportation, Bureau of Driver Licensing (DOT), appeals from an order of the Court of Common Pleas of Philadelphia County which sustained the appeal of Thomas Michael McCoy (appellee) from the suspension of his operating privileges, for driving without a license. We reverse and reinstate the suspension of appellee's operating privileges.
