On January 14, 1988, a panel of commissioners issued an opinion and order which granted the applicant, Grace A. Gerrard, an award of reparations in the amount of $1,800, consisting entirely of allowable expense.

On March 7, 1988, the applicant filed a notice of appeal from the decision of the commissioners. Upon review of the filing, however, it is obvious that the applicant is referring to the Attorney General's January 29,
