OPINION BY JUDGE DOYLE, August 24, 1988:

Before us for review is an order of the Court of Common Pleas of Delaware County which held the Department of Public Welfare (DPW) and its Secretary, John F. White, in contempt and fined them one-hundred-fifty dollars per day.

This case is indeed tragic. Ms. Cynthia Alessi, a mentally retarded individual, was ordered by the common pleas court to be placed in the Royer-Greaves School for the Blind. The propriety of that...
