Plaintiffs are minor black schoolchildren residing in Dolomite, an area recently annexed from Jefferson County into the city of Birmingham, Alabama. Since 1972 plaintiffs have been assigned, under federal court order, to attend schools in the Pleasant Grove attendance area of the Jefferson County school system. After Dolomite was annexed to Birmingham, plaintiffs were reassigned to heavily black schools in Birmingham, leaving the Pleasant...
