Before the Court is yet another controversy arising from the aftermath of the gubernatorial election of 1984 in the Commonwealth of Puerto Rico. In that election, the Partido Popular Democratico (PPD) ousted the incumbent Partido Nuevo Progresista (PNP). In the wake of that ouster, scores of government employees, including appellee Gonzalez, were demoted or dismissed from their positions....
