The principal issue in this appeal is whether plaintiff-appellant Robert L. Pacatte is entitled to participate in Ohio's workers' compensation fund as the result of an injury he sustained in the course of his employment with defendant-appellee, the Southwest Ohio Regional Transit Authority ("SORTA"). We conclude that Pacatte is entitled to receive workers' compensation benefits, and we therefore reverse the judgment of the court of common pleas...
