LEAVY, Circuit Judge:

This is an appeal from a grant of summary judgment in favor of the United States. We hold that the district court had jurisdiction under 31 U.S.C. § 3556 (Supp. III 1985), and that plaintiff Waste Management lacked standing to bring this action. Accordingly, we affirm.
