The Board, over the dissent of Chairman Dotson, overruling the decision of the ALJ, held Sea-Land guilty of violating § 8(a)(1)1 by coercively interrogating the Radio Operator Dunleavy and in discharging Dunleavy under § 8(a)(4)2 because of the acknowledged, undisputed, uncontradicted refusal of Dunleavy to answer questions...
