This matter came before the Court on June 29, 1988 for hearing on plaintiff's motion for preliminary injunction. For the following reasons, the Court now GRANTS the motion.

This is a voting discrimination case. Plaintiffs allege that the present system for electing the two Louisiana Supreme Court Justices from New Orleans area improperly dilutes the voting strength of black Orleans Parish voters. Plaintiffs...
