Per Curiam.

Appellant, Dennis E. Miller, filed a complaint on June 27, 1986, alleging that his civil rights had been violated during his incarceration in the Wood County Jail between May 1984 and August 1984. In his complaint, appellant requested compensation and punitive damages pursuant to Section 1983, Title 42, U.S. Code and a declaratory decree pursuant to R.C. Chapter 2721.
