On April 12, 1988, plaintiffs filed their petition for attorneys fees under 42 U.S.C. § 1988. That petition seeks, in part, reimbursement for fees and costs incurred by plaintiffs' counsel in their role as amicus curiae in United States v. Michigan, No. G84-63 (W.D.Mich.). On July 5, 1988, defendants' filed a motion for partial summary judgment, contending that plaintiffs were not entitled to compensation...
