The American Federation of State, County and Municipal Employees ("AFSCME") challenges an order of the trial court modifying the award of the arbitrator and upholding the Summit County Board of Mental Retardation and Developmental Disabilities' ("the board's") dismissal of the grievant, Kathleen Hankins.
