Moretrench, a subcontractor on a project to repair a federally owned dam on the Mississippi River, brought suit under the Miller Act, 40 U.S.C. §§ 270a-270d, against its prime contractor, a joint venture named GAB. The district court stayed the suit, at GAB's request, pending resolution of certain disputes between GAB and the Corps of Engineers (the owner of the dam). Moretrench appeals from the stay.
