Plaintiff Thurner Heat Treating Corporation is a Wisconsin corporation with its place of business in Milwaukee. In September 1981, a charge against Thurner was filed with the National Labor Relations Board ("NLRB" or "Board") and the Board subsequently issued a complaint. To aid its preparation of a defense, Thurner relied on the Freedom of Information Act, 5 U.S.C. § 552 ("FOIA" or "Act"), and requested that the Board disclose all records...
