This appeal is from a judgment of the superior court terminating the parental rights of T.O., the mother of two Native children. The State of Alaska (state) initiated the termination proceeding in accordance with the provisions of the Indian Child Welfare Act (ICWA), 25 U.S.C. §§ 1901-1963 (1982) and AS 47.10.0101 .080.
