We are asked to decide whether a habeas corpus petitioner has been denied the right of compulsory process to secure attendance of a witness. The petitioner, Lacey Sivak, is an inmate at the Idaho State Correctional Institution (ISCI). Sivak has filed several petitions challenging the conditions of his confinement.
