This cause is before the court on the motion for summary judgment filed by defendant LaPorte County, Indiana. Plaintiffs Jon Woods and Connie Blakley have filed their response and LaPorte County its reply. Jurisdiction is vested pursuant to 28 U.S.C. § 1343(a)(3). For the reasons set forth below, the court finds that LaPorte County is entitled to summary judgment because Judge Arthur Keppen is not a policymaker...
