Port Everglades, acting as a broker in this regard between the barge charterer and cargo carrier, engaged Powell Brothers to tow the barge which was carrying cargo from Fort Pierce, Florida to Colombia. They chartered Powell Brothers after the intended tow TOUGH BRIO was unavailable and the SEA HAWK was the tug chosen to make the tow; original plans were to leave the barge at the sea buoy at Key West where the tug KAHUNA...
