Robert L. Walsh began work as a police officer for the City of Chicago in April 1981. On November 6, 1985, Walsh signed a letter stating that he was resigning. Walsh claims that he signed this letter against his will. He contends further that the actions of various members of the Chicago Police Department prior to his purported resignation and the response of the Department to his attempts to withdraw...
