This is an appeal from the grant of a permanent injunction and an award of compensatory and punitive damages to plaintiff-appellee Jorge Morales under 42 U.S.C. § 1983. The district court found that Morales' job reassignment violated his First Amendment right to free speech. The court reinstated Morales to his former position and enjoined defendant-appellant Merrett Stierheim, County Manager of Metropolitan Dade County, from reassigning...
