Frederick Francis, currently on parole from the Alabama penal system, was convicted of robbery and sentenced to prison for twenty-five years. Prison officials twice recommended Francis for participation in Alabama's work-release program. See Ala.Code § 14-8-2 (1982).1 Francis was denied work-release both times by the Central Review Board of the Department of Corrections' Classification and Records Division...
