This case involves a petition for review of a decision of the Benefits Review Board (the "Board") reversing a finding by an Administrative Law Judge (ALJ) that the claimant was covered by the Longshore and Harbor Workers' Compensation Act, 33 U.S.C. sec. 901, et seq.
