The plaintiff, Mary L. Harrison, instituted this action against the defendant, John O. Marsh, Jr., Secretary of the Army, on September 25, 1985 by applying to this Court for leave to proceed in forma pauperis. After this Court initially denied her leave, plaintiff paid her filing fee and filed her complaint pro se on September 30, 1985.
