PER CURIAM:

Appellant Tarzian, an Indiana corporation, sued the State of Nevada and its legislature seeking "a declaration" that Assembly Resolution 131 is "contrary to and in violation of Art. 4, Sec. 15 of the [Nevada] Constitution, and is therefore null and void."2 The district court denied Tarzian's request for declaratory relief, and this appeal followed.
