PECK, Justice.

The Vermont State Colleges (VSC) appeals an opinion and order of the Vermont Labor Relations Board (Board) which concluded that the Vermont Technical College president committed an unfair labor practice in violation of 3 V.S.A. § 961(5) by unilaterally issuing workload guidelines. We affirm.
