Richard Garver, a registered livestock dealer under the Packers and Stockyards Act, 7 U.S.C. §§ 201(d) & 203 (the Act), caused a loss of over $700,000 to other parties in the livestock business. After a hearing, an Agriculture Department administrative law judge found that Garver failed to meet the solvency requirements of the Act in violation of 7 U.S.C. § 204; that he willfully violated the fair trade practice requirements...
