OPINION

BURKE, Justice.

Alaska International Constructors appeals from a superior court judgment affirming the Alaska Workers' Compensation Board's (Board) ruling that its employee, Oscar Kinter, is permanently totally disabled. The issues presented are (1) whether Kinter's total disability is permanent or temporary, and (2) whether the Board was correct in awarding statutory attorney's fees to Kinter.
