On February 19, 1987, after a jury trial, appellant was convicted of distribution of marijuana and phencyclidine (PCP). See D.C.Code § 33-541(a)(1) (1988). In appellant's first two arguments, he contends that because he was charged with distributing "a controlled substance" in violation of D.C.Code § 33-541(a)(1), and the statute does not define which substances are "controlled," (1) the government was required to prove that...
