They wish collectively to design and administer a comprehensive employment training program for economically disadvantaged townspeople seeking to better their prospects. The engine which these two communities have chosen to propel their joint effort is the Job Training Partnership Act (JTPA), 29 U.S.C. §§ 1501-1592 (1982 & Supp. IV 1986...
