On July 19, 1985, this court entered an order in this case requiring that all but two of Alabama's 67 county "appointing authorities" appoint more black persons as poll officials. Harris v. Graddick, 615 F.Supp. 239 (M.D.Ala.1985). Compliance with the order was assured by mandatory, detailed record-keeping and the opportunity for renewed judicial scrutiny...
