Plaintiff is a former U.S. Marine Corps officer who made allegations against another Marine Corps officer, Major Roy Sifers in November, 1986. The plaintiff accused Sifers of fraternizing with an enlisted woman, improperly dumping aircraft fuel while piloting a Marine Corps helicopter and falsifying official documents regarding use of that helicopter fuel.
