At issue in this case is whether the State must grant a subsidy to the Sisters of Providence for a construction project at Providence Hospital in Anchorage. The law providing for such subsidies, AS 29.90, was repealed on July 26, 1983. Providence did not apply for the aid until Sept. 20, 1985, more than two years after the effective date of repeal.
