Peter Brian Cikora challenges his state conviction for grand theft and burglary with a weapon. In his federal habeas petition, Cikora claims that the state trial court violated his constitutional rights (1) when it admitted evidence of an out-of-court identification allegedly based on an impermissibly suggestive photo array, and (2) when it refused to allow Cikora to present one Charles Donorvitch to the jury to show that Donorvitch closely...
