Spears, a school teacher in Pike County, Kentucky, brought an action under Title VII of the Civil Rights Act of 1964, 42 U.S.C. §§ 2000e, et seq., against the county board of education, five of its members, the superintendent of schools, and the superintendent's predecessor.
