Plaintiff is the former Chief of the Fire Station in the town of Corozal, Puerto Rico. On July 6, 1988, he filed the above-captioned complaint seeking declaratory judgment, damages and injunctive relief under 42 U.S.C. § 1983 and 28 U.S.C. §§ 2201 and 2202.
