Dr. Hugo Ramirez, an obstetrician and gynecologist licensed and practicing in the state of Texas, brought suit against the Texas Board of Examiners under 42 U.S.C. §§ 1981, 1983, 1985, 1986 and 1988, for revoking his license in violation of his constitutional rights. The district court vacated the Board's decision on grounds that the Board denied Ramirez's procedural due process rights. The Texas Board of Examiners now appeals...
