On November 23, 1987, Jose Rafael Perez-Franco and Jose Luis Leon-Urena were charged, pursuant to 21 U.S.C. §§ 841(a)(1), (b)(1)(A)(i) and 846, with possession of a kilogram or more of heroin with intent to distribute.
