James Goggin and William Delp were both convicted of one count of importing cocaine into the United States, in violation of 21 U.S.C. § 952(a), one count of conspiracy to import cocaine, in violation of 21 U.S.C. § 963, one count of possession of cocaine with intent to distribute, in violation of 21 U.S.C. § 841(a)(1), and one count of conspiracy to possess cocaine, in violation of 21 U.S.C. § 846.
