PER CURIAM.

This disciplinary proceeding is before us for consideration of a referee's report finding professional misconduct. Both sides have filed petitions for review challenging the report. We have jurisdiction. Art. V, § 15, Fla. Const. We agree with the recommendation of guilt, but for the reasons given below we impose enhanced disciplinary measures.
