Respondent Newcomer and intervenor Department of Land Conservation and Development (DLCD), see ORAP 5.18, seek Supreme Court review and, thereby, this court's reconsideration of our decision. 92 Or.App. 174, 758 P.2d 369 (1988). We grant reconsideration and modify our former opinion.
